Croatian Agency for Small Enterprises (HAMAG) within the project “Consultants Network” and with the cooperation with chosen holders and consultants is carrying out the measure of co-financing the consultants services as one of the important measures of government’s support for the realization of the goals directed to the growth and development. Poslovni Park Bjelovar was chosen by HAMAG as a holder of the measure for the Bjelovar area and the Bjelovar – Bilogora County area.
The target groups that could be included in the measurements are as follows:
1 Entrepreneurs beginners (and in the development phase with two years of business activities) - could realize the return of the financing means in the amount of 17.400,00 kn in total.
2 Entrepreneurs in the growth and development phase (longer than two years of business activities) - could realize amount of 15.000,00 kn in total.
3 Other groups – total return of 15.000,00 kn.
Through the measure of co-financing, following expenses COULD NOT be subsidized:
1. formal education (higher degree, professional retraining)
2. foreign languages courses, professional exams expenses
3. basic IT knowledge (Word, Excel, etc.)
4. certificates, licenses, real estates compliances, traffic, occupational safety, fire-proof safety, HACCP, ISO standards, CE signs, hygienic minimum
5. literature and teaching materials expenses
6. accounting expenses
7. medical examination expenses, traveling expenses
8. location/building licenses and similar documents or projects
The types of consultant services which could be performed by certificated HAMAG consultants, and which could be co-financed via issued voucher, are:
1. Making of feasibility study and investment study
2. Business planning and making of business plan
3. Setting-up of new business enterprise
4. business activity diagnostics
5. strategic business development
6. finance management
7. access to the finance sources
8. production systems and procedures
9. organizational structure and human resources management
10. marketing
11. internationalization of the business
12. business reorganization
13. E-business
A consultant - organizer in Poslovni Park is a person who in behalf of HAMAG is implementing the measure. The consultant – organizer estimates the validity of service usage for every potential User and issues the voucher to the User, directs the User to the certified HAMAG consultants registry from which the User chooses the service provider.
Inclusion of target groups of Entrepreneurs (Users) in to the Co-financing Consultants Services Measure, is conducting through the following 6 steps:
1 ENTREPRENEUR (User) – is in need for service
The User comes to a partner institution: Poslovni Park Bjelovar d.o.o., Trg E. Kvaternika 6, Phone: +385 43 221 590
2 ENTREPRENEUR – chooses the certified HAMAG consultant (from the registry that Poslovni Park provides)
3 ENTREPRENEUR + Poslovni Park
Conclude the Agreement of inclusion in to the Co-financing Consultants’ Services Measure.
4 ENTREPRENEUR gets HAMAG voucher
Poslovni Park issues the voucher to the User
5 ENTREPRENEUR – gets the ordered service/product from the consultant
The entrepreneur has to pay 100% of the price for the consultant service to the consultant. Then, he/she goes to the Poslovni Park with the receipt (paid bill) in order to get verified voucher for the HAMAG refunding: 50% of the amount paid.
6 ENTREPRENEUR – gets the refund
After the documentation control, HAMAG refunds the 50% of the amount shown on the voucher.
The partner institution – POSLOVNI PARK – follows up the ENTREPRENEUR (User of the services) for the duration of the Agreement of Inclusion in the Measure.
